What is a UGC agency?
A UGC agency is a company that sources creators, writes the scripts, manages production and delivers finished ads to a brand. You pay the agency, and it pays and manages the creators.
One example is The UGC Agency (theugc.agency). Its home page says "we find the creators, write the scripts and deliver UGC ads ready to run", and lists sourcing, briefs, scripts, shoot direction, edits and revisions as the work it does. It also says every video comes with a script and two or three hooks.
Agencies differ a lot. Some film real creators, some run creator accounts for Spark Ads and partnership ads, and some make AI UGC. Ask which one you are buying before you compare prices.
What is a UGC platform?
A UGC platform is software where a brand posts a brief, picks creators and buys their videos itself. The platform handles discovery, contracts and payments; your team writes the brief and reviews the work.
Examples, with what each says on its own pages:
| Platform | What it says it does |
|---|---|
| Billo | "Access thousands of vetted creators" and "Fresh creative every week" (for brands); a managed service is also offered |
| Insense | A creative platform that helps brands "get custom creative assets" and run campaigns at scale (FAQ) |
| Trybe (jointrybe.com) | Performance-based UGC; creators earn on ad performance, and brands can launch whitelisted or partnership ads from approved submissions (homepage) |
| SideShift | Software plans for brands, with creator payments separate (brand plans) |
| Influee, JoinBrands, Twirl | Marketplaces where brands buy UGC videos from creators (Influee, JoinBrands, Twirl) |
Several platforms also sell a managed option, where their team runs the campaign for you. That sits between a self-serve platform and an agency.
What is an AI creator network?
An AI creator network is a group of vetted AI creators and AI agencies who make ads with AI models instead of filming. The network supplies the scripts and angles; the creators make every format and many versions.
Anglr works this way. Anglr can run a full analysis of the brand and write the briefs, or start from the brand's winning ads. AI creators and agencies remake those scripts as UGC, podcast, drama, animation and brand film, and every video goes through QC and compliance review before it goes live.
UGC agency vs UGC platform vs AI creator network: how do they compare?
The main difference is who does the work between "we need ads" and "the ad is live". An agency does almost all of it, a platform leaves most of it to you, and an AI creator network writes the briefs and makes the versions.
| UGC agency | UGC platform | AI creator network (Anglr) | |
|---|---|---|---|
| Who briefs | The agency writes scripts and briefs | Your team writes the brief | Anglr can analyse the brand and write the briefs, or start from your winners |
| Who makes the ads | Creators the agency sources and directs | Creators you pick on the platform | Vetted AI creators and AI agencies |
| Who owns them | Set by the agency's contract | Set by each platform's terms (some license, some assign) | Creators own the ads; brands get full usage rights to run them |
| How pricing works | A quote or monthly retainer | Subscription, platform fee or per video, plus creator payments | A percentage of ad spend |
| Speed | Set per agency; first rounds often take weeks | Depends on how fast creators apply and deliver | Videos arrive daily, on a rolling basis |
| Formats | Mostly filmed UGC; varies by agency | Mostly filmed UGC, photos and creator posts | UGC, podcast, drama, animation, brand film |
| Review before delivery | The agency | Your team | QC and compliance review on every video |
The rows below look at each one with sources.
How much does a UGC agency cost compared with a UGC platform?
Agencies usually quote after a call, while platforms publish plans and fees. Platform prices rarely include what you pay creators.
| Provider | Pricing as published (checked 12 Oct 2026) |
|---|---|
| The UGC Agency | No public prices; "one clear quote after the call", with creators, hooks, editing and usage rights included (home page) |
| Billo managed service | "Starting from $2,000 / month", billed monthly in advance (managed service) |
| Insense | Brand plan "from $400/mo" billed yearly, plus a marketplace fee on creator payments of 20%, 10% or 7% by plan; creator payments are budgeted separately (pricing) |
| SideShift | Starter "$210 / month" billed yearly; "Creator payments are separate" (brand plans) |
| Influee | Starter "$229 / month" plus a "10% payment marketplace fee"; creator payments not included (pricing) |
| Trybe (jointrybe.com) | "Free to start, and never more than 1.5%"; ad performance commissions are "1.25% of ad spend" (homepage) |
| Twirl | Self-serve "From $325/video", minimum purchase of four; no additional platform fees (pricing) |
| Anglr (this site) | A percentage of ad spend |
Two things decide the real cost more than the headline price. First, how many usable ads you get per month. Second, how much of your own team's time goes into briefing, picking creators and reviewing.
How fast does each one deliver?
Agencies publish turnaround times for the first round, and platforms depend on how quickly creators respond. AI creators skip shipping and filming, so the gap between brief and first video is shorter.
- The UGC Agency says brief to finished ads takes 21 days for the first round, and that once creators know the brand, new ads can come through in two to three days (home page).
- Billo says "Fresh creative every week" on its brand page. Its managed service page states no turnaround.
- Anglr sends videos daily, on a rolling basis, rather than in batches.
With filmed UGC, product shipping adds days before anyone can start. With AI UGC, the creator works from product photos and references.
Who owns the ads from an agency or a platform?
Ownership is set by the contract, and it differs between providers. Read the terms before you buy, because "usage rights included" can mean a licence or a transfer.
| Provider | What the terms say |
|---|---|
| The UGC Agency | Usage rights for paid and organic are included in every video; "The content is yours to run on paid, organic, web and email" (home page) |
| Billo | The creator is obliged to assign all rights to the brand, subject to full payment and acceptance (s.8.1); the assignment does not cover making an AI-altered depiction of the creator without separate written consent (brand terms) |
| Trybe (jointrybe.com) | The creator keeps ownership (s.6.1) and grants the brand a licence; on flat-fee programs the licence is perpetual after full payment (creator terms) |
| Anglr (this site) | Creators own the ads they make; brands get full usage rights to run them; exact terms agreed in writing before work starts |
For what to put in your own contract, including whitelisting and durations, see UGC usage rights.
What is an AI UGC agency?
An AI UGC agency makes UGC-style ads where the person, the room and the voice are generated by AI models. The output looks like a creator filmed it on a phone, but nobody was filmed.
The question to ask any AI UGC agency is how it handles the AI parts: which tools, whose likeness, what labels. Fiverr's UGC guidelines, which separate Human UGC from AI UGC, tell sellers to be transparent about human vs AI production and to confirm tool licences, voice and avatar permissions and likeness approvals. Those are reasonable questions for any provider.
Some platforms are human-only. Billo's brand page says every creator "is a human, not an AI avatar". If you want AI UGC, check the platform allows it before you brief.
How AI and filmed UGC compare for a brand is in AI UGC vs real UGC, and the AI label rules are in AI-generated content labels on Meta and TikTok ads.
What is a performance creative agency?
A performance creative agency makes ads to be judged on paid-media results, such as cost per purchase or return on ad spend, rather than on reach or brand recall. It usually works in cycles: test many hooks, angles and formats, keep what works, replace what fatigues.
Many UGC agencies describe themselves this way. The test is whether they talk about testing plans, hook variations and refresh cadence, or only about how many creators they have. Creative testing and creative fatigue explain what a performance-led process looks like.
How do you choose the best UGC agency?
Choose on output, rights and speed rather than on creator count or a ranking. Most "best UGC agency" lists in search results are published by agencies that put themselves on the list.
Questions to ask before you sign:
- Who writes the scripts and hooks? And do they start from your winning ads or from scratch?
- How many usable ads per month, and how many hooks per script?
- What usage rights, for which channels, countries and how long? Licence or assignment?
- Can the ads run from the creator's account as Spark Ads or partnership ads? See Spark Ads vs partnership ads.
- How fast is the first round, and how fast after that?
- Which formats? Only selfie UGC, or also podcast, drama, animation and brand film?
- Who checks claims and AI labels before the ad reaches you?
- How is pricing set, and does it include creator payments?
Who does each one fit?
Each option fits a different brand. The table says plainly when an agency or a platform is the better choice.
| Your situation | Best fit | Why |
|---|---|---|
| You want filmed creators and someone else to run everything | UGC agency | It sources, scripts, directs and delivers |
| You have a team that can brief and review, and want to control cost per video | UGC platform | You pick creators and pay published fees |
| You want creators posting from their own accounts or organic seeding | UGC agency or platform | Filmed creators with their own audiences do this |
| You want a real person's face and testimonial on camera | UGC agency or platform | AI UGC generates the person |
| You need a few videos once, not ongoing volume | UGC platform | Per-video buying suits small one-off orders |
| You want pay tied to ad results on a creator platform | Trybe (jointrybe.com) | Its commission programs pay creators on attributable performance |
| You want many formats and daily versions from scripts that already work | AI creator network (Anglr) | AI creators remake winning scripts in every format |
| You want the briefs written for you from an analysis of your brand | UGC agency or Anglr | Both can write the briefs |
Where does Anglr fit?
Anglr fits a brand that runs paid social, wants AI-made ads in many formats and wants volume every day. It does not fit a brand that needs filmed testimonials from real people on camera.
For brands, Anglr can run a full analysis of the brand and write the briefs. Videos arrive daily, on a rolling basis, and each one gets QC and compliance review. Creators own the ads they make and brands get full usage rights to run them. Pricing is a percentage of ad spend. Access is by invitation: see how Anglr works for brands.

FAQ
What does a UGC agency do?
A UGC agency finds creators, writes the scripts or briefs, directs and edits the videos, and delivers finished ads with usage rights. The UGC Agency (theugc.agency), for example, says it finds the creators, writes the scripts and delivers UGC ads ready to run.
Is a UGC platform cheaper than a UGC agency?
Usually the platform fee is lower, because your team does the briefing, creator selection and review. Most platforms charge a subscription or a fee on top of creator payments, and creator payments are budgeted separately.
What is the best UGC agency?
There is no neutral ranking; most "best UGC agency" lists are written by agencies that rank themselves. Compare agencies on who writes the scripts, how fast they deliver, what usage rights you get and which formats they make.
What is an AI UGC agency?
An AI UGC agency makes UGC-style ads with AI models instead of filming creators. The person on screen, the room and the voice are generated, and the agency edits and checks the ad before delivery.
Who owns UGC made through an agency or platform?
It depends on the contract. Trybe (jointrybe.com) creator terms keep ownership with the creator and license the content to the brand, while Billo's brand terms have the creator's rights assigned to the brand after payment and acceptance. See UGC usage rights.
What is a performance creative agency?
A performance creative agency makes ads to be judged on paid-media results such as cost per purchase, rather than on brand awareness. It usually tests many hooks, angles and formats and replaces ads as they fatigue.
