Which AI video generator is best for each ad format?
No single AI video generator is best for every ad; pick by format. Each ad format needs different things: a UGC selfie needs one face and clean lip sync, a brand film needs wide framing and high resolution, and a talking head needs long, steady takes.
The table is guidance from the vendors' published specs, checked on 12 Oct 2026, not from output tests.
| Ad format | Starting tool | Second choice |
|---|---|---|
| UGC selfie and story-time | Kling (lip sync as its own feature) | Seedance 2.5 (takes your voice track as reference audio) |
| Talking head and expert | HeyGen (avatar video lip-synced to a script) | Arcads (AI actors), or Kling 4.0 or Seedance 2.5 for 30-second takes |
| Podcast two-shot | Kling 4.0 (up to 7 subjects, voices on subjects) | Seedance 2.5 (up to 10 reference audio clips) |
| Drama and comedy skit | Kling 4.0 or Seedance 2.5 (both have video editing) | Higgsfield, to try several models on one scene |
| Animation and claymation | Seedance 2.5 (up to 30 reference images) | Kling (Element Control) |
| Product demo and hero shots | Veo 3.1 (3 reference images, first and last frame, 4K at 8 s) | Seedance 2.0 or Kling 3.0 at 4K; Runway to swap a product into an existing video |
| Brand film | Seedance (21:9) or Kling 4.0 (21:9 and 4K) | Veo 3.1 for 16:9 shots |
| Translated versions of one ad | HeyGen (video translation) | Arcads (more than 30 languages) or Runway's ad localisation recipe |
How do the main AI video generators compare?
Seven live tools come up most often when ad makers ask what to use, and two of them (Higgsfield and Runway) also resell other companies' models. Every fact below comes from the vendor's own pages.

Published entry prices
Prices are as each pricing page showed them on 12 Oct 2026. They use different units, so do not compare them line by line; AI video pricing puts every plan side by side, and the AI video cost calculator turns them into a cost per finished ad.
| Tool | Entry price as published |
|---|---|
| Seedance (API) | Billed per token, in USD per million tokens (BytePlus pricing). Turning on Seedance 2.0 or 2.5 needs a balance above USD 30, a USD 30+ savings plan or a resource pack (video task docs) |
| Kling | Standard: $6.99 for the first month, then $8.8/month, 660 credits/month (membership page) |
| Veo 3.1 (Gemini API) | $0.05 to $0.60 per second of video, by model and resolution; no free tier (Gemini API pricing) |
| Runway | Standard: $12/month billed annually, 625 credits/month (pricing) |
| Higgsfield | Basic: $9 per month, billed annually, 120 credits/month (pricing) |
| HeyGen | Free: $0/month. Creator: $29/month on monthly billing (pricing) |
| Arcads | No public price list; the terms describe standard offers and customised offers after a call |
Where does each tool fit in ad work?
Each tool fits the formats its published features point to. Each note gives those formats and the one fact most likely to change your choice.
Seedance (ByteDance)
Seedance generates video and sound together. Seedance 2.5 accepts up to 30 reference images, up to 10 reference videos and up to 10 reference audio clips, and it can take audio on its own as input, according to the BytePlus API docs.
For ads, that fits formats that start from a finished voiceover (UGC, podcast) and styles that need many reference images (animation, claymation).
The deciding fact: the BytePlus Model Services terms say the service is not available in the United States. The consumer Dreamina app has separate terms that say it is "generally provided for private, non-commercial use" (Dreamina terms). Full detail: Seedance for ads.
Kling (Kuaishou)
The Kling 4.0 announcement lists 30-second generations, two-channel stereo, 21:9, and up to 15 reference assets per generation including up to 7 subjects, each of which can carry a voice; Kling's 4.0 guide adds 4K output. Kling 4.0 is in early access, with a wider rollout announced for October. The API's newest model is Kling 3.0, with Lip Sync on all model versions (capability map).
For ads, the subject and voice binding points to podcast two-shots and multi-character drama, and the separate lip-sync step points to UGC selfie ads.
The deciding fact: free use bars commercial use without written permission (Terms of Service), while paid members' commercial use "is not restricted" (Terms of Paid Service). Full detail: Kling for ads.
Veo 3.1 (Google)
On the Gemini API, Veo 3 and Veo 3 Fast are marked deprecated, and the current models are Veo 3.1, 3.1 Fast and 3.1 Lite (Veo docs). Veo 3.1 makes clips of 4, 6 or 8 seconds with native audio, in 16:9 or 9:16; 1080p and 4K need the 8-second length. It accepts up to 3 reference images of a person, character or product, and a first and last frame.
For ads, short clips and product reference images point to product demos and hero shots, cut together in the edit.
The deciding facts: Veo publishes only two aspect ratios, every Veo video carries a SynthID watermark, and only English is listed as fully supported. Google's video generation overview now says to use Gemini Omni Flash as the default video model, and Veo 3.1 for scene extension or last-frame control. Full detail: Veo 3 for ads and Seedance vs Veo 3.
Runway
Runway sells a web app and an API. Its own models are Gen-4.5 for text and image to video (2 to 10 seconds, 720p), Aleph 2.0 for editing an existing video, and Act-Two, which moves a performance from a driving video onto a character image or video (Gen-4.5 help, Act-Two help). It also resells models such as Seedance and Veo 3.1.
For ads, Runway's distinct use is new versions of footage you already have. Aleph 2.0 can change a background, wardrobe, weather or time of day, relight a scene or replace an object (Aleph 2.0 guide), and the API has ad recipes for product UGC, product swaps and ad localisation.
The deciding fact: Gen-4.5 outputs 720p and does not publish native audio, so plan sound and upscaling as separate steps.
Higgsfield
Higgsfield is a platform that resells other companies' models, including Seedance 2.5, Kling 3.0 and Veo 3.1, alongside its own models such as Soul, DoP and Speak 2.0 (pricing). Specs depend on the model you pick.
For ads, the use is testing one scene across several models in one account, Lipsync Studio models for talking shots, and Marketing Studio for UGC-style ads from a product link. Its terms say it does not restrict commercial use of outputs, and that your content may be used to train its models outside Enterprise agreements. Full detail: Higgsfield for UGC ads and Higgsfield vs Kling.
HeyGen
HeyGen makes avatar videos: a stock or custom avatar, or a photo, speaks a script or an uploaded audio file with lip sync. Paid plans allow avatar videos of up to 30 minutes and list 175 languages and dialects (pricing). It also has a general scene model, HeyGen Video, for 5 to 15 second clips with its own audio (docs).
For ads, that points to talking-head, expert and explainer formats, and to translated versions of one ad. The deciding fact: free-plan output may not be used for advertising or client work (terms).
Arcads
Arcads is an ad-making platform built around AI actors. Its home page lists more than 1,000 AI actors, tools to swap actors, change voices and translate into more than 30 languages, and access to Seedance 2.5 and Kling in Arcads Studio.
For ads, that points to avatar UGC and testimonial-style talking heads. The deciding fact for editors: the terms grant a non-exclusive licence, not ownership, and limit edits to a short list (cropping, music, text, subtitles, B-roll and similar); other changes need written approval.
What happened to Sora 2?
Sora 2 is not in this comparison because OpenAI shut it down: its deprecations page lists the Sora 2 models as removed from the API on 24 Sep 2026, with no recommended replacement. Some platforms still show Sora 2 rows on their pricing pages, so check that a model runs before you price a job around it.
What is the best AI video generator for TikTok?
The best AI video generator for TikTok is one that outputs 9:16 natively, so nothing important is cropped out. Seedance, Kling, Veo, Runway and HeyGen all publish 9:16 output; choose by what the TikTok ad needs to show.
| TikTok ad need | Tools whose published specs fit |
|---|---|
| A scene with sound in one generation, up to 30 s | Kling 4.0, Seedance 2.5 (native audio) |
| A person talking to camera for 30 s or more | HeyGen avatar video (9:16) |
| Short product shots with a set first and last frame | Veo 3.1 (9:16, 4 to 8 s) |
| A new version of an ad that already runs | Runway: Aleph 2.0 changes background or wardrobe; the API's product swap recipe replaces the product |
Three TikTok-specific checks matter more than the tool. TikTok allows AI-generated content in ads only with its AIGC label or your own clear disclaimer, caption, watermark or sticker (TikTok ad policy). Keep captions and the product clear of TikTok's on-screen buttons and caption area; the safe zone checker shows where they sit. And if you use Seedance through BytePlus, note that its API is not available in the United States.
What is the best AI UGC video generator?
The best AI UGC video generator depends on whether you want a ready-made presenter or full control of each shot. Avatar tools are faster; general video models give you more control over the script, setting and product.
| Approach | Tools | What is published |
|---|---|---|
| Ready-made AI actors | Arcads | More than 1,000 AI actors, actor swap, voice change, translation into more than 30 languages (Arcads) |
| Avatar from a script or photo | HeyGen | Avatar videos lip-synced to a script or audio; 175 languages and dialects on paid plans (pricing) |
| Product link to UGC ad | Higgsfield Marketing Studio | UGC Videos in Faceless, Talking Head and Silent formats, up to 15 s per generation (guide) |
| Product UGC from a character and product image | Runway API | A product_ugc recipe for vertical UGC ads (API) |
| Build every shot yourself | Kling, Seedance | Lip sync on all Kling API models; Seedance takes your voice track as reference audio |
Whichever route you take, an AI presenter is not a customer. Keep first-person results and testimonials out of the script unless the brand can support them. The Higgsfield UGC guide walks through the build-it-yourself route.
Can you use AI video generators for client ads?
Yes, on the right plan: a tool's plan decides whether you can deliver the output to a client. Read the terms for the exact plan you pay for, not the tool's home page.
| Tool | What the terms say about commercial use |
|---|---|
| Seedance API | IP indemnity for "permitted use" of output; not available in the United States |
| Kling | Free: no commercial use without written permission. Paid: commercial use "not restricted" |
| Veo (Gemini API) | "Google won't claim ownership" of generated content; the API is for professional or business use (terms) |
| Runway | Does not restrict commercial use; may use inputs and outputs to train its models; Free plan videos carry a watermark (terms, Free plan) |
| Higgsfield | Does not restrict commercial use; rights can be transferred to clients |
| HeyGen | Paid: you own outputs and may use them commercially. Free: no advertising or client work |
| Arcads | Non-exclusive licence, no ownership; limited edits |
The ad platform's AI-label rules apply on top of the tool's terms; see AI-generated content labels on Meta and TikTok ads.
How do you test an AI video generator on your own script?
Run the same script through two or three tools and count the generations each needs for one usable take. Published specs narrow the list; a test on your own script decides.
- Pick one script you know converts and split it into beats: hook, problem, proof, product, call to action.
- Choose the hardest shot in the script for your format. For UGC that is usually the hook line on a close face; for product ads, the product with its label.
- Generate that shot in each tool with the same references, the same line and the same aspect ratio.
- Count the generations it took to get one usable take, and note the plan cost of those generations.
- Cut the best take from each tool into the full ad and watch it with the sound on and off.
Record the results so the choice rests on your own numbers:
Script: [script name] Format: [UGC / podcast / drama / animation / brand film]
Test shot: [beat and description] Aspect: [9:16 / 16:9 / 21:9]
Tool Model/version Generations to usable Cost of those generations Issues seen
[tool 1] [version] [n] [credits or currency] [face drift / lip sync / label text / extra voices]
[tool 2] [version] [n] [credits or currency] [...]
[tool 3] [version] [n] [credits or currency] [...]
Picked: [tool] Reason: [one line]
Note the model version in every test: a result on Kling 3.0 does not tell you how Kling 4.0 will do.
Does the tool decide whether an ad sells?
No. A generator makes shots; whether an ad sells depends on the script, the angle, the first three seconds, the edit and the checks before it goes live.
Anglr provides winning scripts and angles, and pays AI creators, editors and agencies on performance to remake them in every format: UGC, podcast, drama, animation and brand film. If you already make full ads with these tools, see how it works for creators or the method in One winning script, made in every ad format.
Who this is for
- Independent AI creators and editors. You make the ads yourself. You know your work performs, so you'd rather be paid on what it does than on a flat fee.
- AI agencies and studios. You run a team of editors. You write the brief, your team makes the versions, and you're paid on performance because you know your team's ads scale.
Not for you if
- You only want a flat fee.
- You're new to editing and not yet confident your ads will perform.
- You want every shot spelled out for you.
- You make one style and won't try others.
FAQ
What is the best AI video generator for ads?
There is no single best tool for every ad. Pick by format: Kling or Seedance for UGC, podcast and drama, Veo 3.1 or a 4K model for product shots, HeyGen or Arcads for avatar talking heads, Runway for changing footage you already have, and Higgsfield for several models in one account.
What is the best AI video generator for TikTok?
Use a tool that outputs 9:16 natively and gives you the length and sound your ad needs: Kling and Seedance for scenes with native audio, HeyGen for talking heads, Veo 3.1 for 8-second product shots. Whatever you use, TikTok requires its AIGC label or your own clear AI disclosure on AI ads.
What is the best AI UGC video generator?
For a ready-made presenter, HeyGen and Arcads are built around avatars and AI actors, and Higgsfield's Marketing Studio makes UGC-style ads from a product link. For more control, generate the presenter in Kling or Seedance and lip-sync each line.
Can I still use Sora 2 for ads?
No. OpenAI lists the Sora 2 models as removed from its API on 24 Sep 2026, with no recommended replacement. Sora 2 for ads covers what to use instead.
Can I use free plans to make client ads?
Check each tool. Kling's free use bars commercial use without written permission, and HeyGen's free plan output may not be used for advertising or client work. Higgsfield's pricing marks commercial use as included on its paid plans.
Which AI video generator is cheapest for ad work?
Plan prices are not comparable, because tools bill in credits, tokens or seconds. Compare published prices on AI video pricing and estimate the cost per finished ad with the AI video cost calculator.
